l already have a good frame which is my friends old one but the wheels
and forks are useless.So l wanna buy new forks wheels and l was wondering these would do:

You do not mention if the fork is the type you need ( l assume you know this). If it fits, it is a very good fork. Be certain you need a 1 1/8 steerer and 230mm is long enough for your bike.

l am not familiar with the wheels. I've seen these for sale on EBay for a couple years now. While l would not buy them but they look like a decent set of very inexpensive wheels though. It appears the rims are pretty stout so they should stay true.

no the wheels do not they are only 7 8 9 speed compatible as 10 speed has been the new norm since 2004. also they were made in china most likely and l have no idea what brand they are. they are also very heavy almost 2kg which is like 4.4lbs. l would look for a more trusty brand to buy a pair of wheels from like mavic, bontrager or shimano. But that is an excellent fork
